Its quite simple- You simply left-click on the mission bar and after drag it at the desired location (you must continue to cilck on the lft button of your mouse while doing it) ...

hover your mouse purely above the taskbar until you get the double arrow symbol, consequently click and hold and either drag up or down to expand or terminate the size of taskbar.
