How come the "wave" of my computer volume other turns down itself?

There might be several reason. Sometimes audio players (like Windows Media Player) have their volume control interconnect to system sound volume control. Also, some keyboards own buttons that can turn volume up or down that also link to system nouns volume control.
I agree with Pfo. Media players are usually the culprit.
